WRRC Webinar Explores Sustainable Water Resources Strategy
The WRRC hosted a Water Webinar on October 22, 2025, featuring two representatives from the Arizona Water Company (AWC), President Fredrick K. Schneider and Vice President of Water Resources Terri Sue C. Rossi. Their presentation outlined the process of developing an integrated demand management program within the Pinal Valley water system. In October 2019, groundwater models in the State of Arizona revealed over 8 million acre-feet of unmet demand in the Pinal AMA. Then, in June 2021, the state determined no new determinations of assured water supply would be approved in the Pinal AMA because the groundwater basin was overallocated. Less than a year later, a similar determination was made in the Phoenix AMA.
Schneider and Rossi provided details on the water conservation programs in place that reflect the values of the communities AWC serves. They chronicled their journey of collaboration with the State of Arizona and other stakeholders to secure an assured water supply for Pinal Valley’s water system. Their strategy involves obtaining and maintaining diverse water sources and promoting the efficient use of that water supply. In their service area, AWC relies on water supplies that are reliable and sustainable under a variety of hydrologic and operational conditions. The company also strives to develop and protect its diverse water supply portfolio and associated infrastructure in a way that balances system redundancy with affordable water rates. Looking forward, AWC plans to develop a system that provides an assured water supply that works with the laws and policies of specific areas.
Arizona Water Company’s proposed solution honors the existing assured water supply determinations, opens the door for new developments, and provides an assured water supply for two thriving communities and the vast areas surrounding these communities in central Pinal County.
