During this WRRC Water Webinar, Fred Schneider, President of Arizona Water Company, and Terri Sue C. Rossi, Vice-President of Water Resources for Arizona Water Company, will chronicle their journey to collaborate with the State of Arizona and other stakeholders to develop a new path and secure a designation of assured water supply for its Pinal Valley water system. Their solution honors the existing assured water supply determinations, opens the door for new developments, and provides an assured water supply for two thriving communities and the vast areas surrounding these communities in central Pinal County.

The last new determination of assured water supply was issued in the Arizona Water Company's Pinal Valley water system, its fastest-growing water system, in July 2011. This was the canary in the coal mine for what would eventually be a complete shutdown of any new determinations of an assured water supply anywhere in the Pinal Active Management Area (AMA). In October 2019, the State of Arizona revealed that, based on groundwater models, there was over 8 million acre-feet of unmet demand in the Pinal AMA. Then, in June 2021, the state determined no new determinations of assured water supply would be approved in the Pinal AMA because the groundwater basin was overallocated. Less than a year later, a similar determination would be made in the Phoenix AMA.

Fredrick K Schneider

Fredrick K. Schneider is the President and Chief Operating Officer at Arizona Water Company (AWC), and this year, he is celebrating 18 years at AWC. Schneider, a registered civil engineer,  has worked in the water and wastewater industry for more than 30 years, where he has held various positions with local and national engineering firms, in addition to private water and wastewater utility companies. He was born and raised in Southern Arizona, has been married for 32 years, and is the proud parent of a daughter working toward a nursing degree through Northern Arizona University.

Terri Sue Rossi

Terri Sue C. Rossi serves as Vice-President of Water Resources for Arizona Water Company, which serves water to nearly 300,000 people in 24 water systems throughout Arizona. Rossi has worked in water resources in Arizona since 1986 starting at the Arizona Department of Water Resources. She has also worked for several water providers, the Central Arizona Project, and the Arizona Water Banking Authority. Rossi has a bachelor’s degree from the University of Arizona and a master’s degree from Rutger’s University. She is also a musician and a mother.
