About the Plenary Session...

The symposium will open with a panel discussion on Thursday, September 17. This plenary session will feature experts from the state, municipalities, agriculture, and the environment, who will offer their perspectives on how to share the dwindling resource that is the Lower Colorado River, both inside and outside of Arizona’s borders.

The session will be moderated by Thomas Buschatzke, Director of the Arizona Department of Water Resources (ADWR). Panelists will include:

  • Carol Ward-Morris, Assistant Director, Arizona Municipal Water Users Association
  • Mark Smith, Owner, Smith Farms; President, Yuma Irrigation District
  • Kevin Moran, Senior Director, Environmental Defense Fund’s Ecosystems’ Water Program 
  • Diane Joens, Mayor of Cottonwood
