Day 1 Conference Keynote and Panelists Address Sharing Border Waters

With less than a month remaining until the WRRC 2025 Annual Conference, Shared Borders, Shared Waters: Working Together in Times of Scarcity, registered attendees can look forward to a rich lineup of water experts speaking about the challenges and successes in cross-border collaborations of shared waters. Oregon State University Professor Aaron Wolf will be the first keynote speaker on Day 1 (May 20), presenting a talk titled “Transforming Water Conflicts: Global Lessons in Hydrodiplomacy.” Dr. Wolf will also be leading the pre-conference workshop, Better Listening to Help Transform Water Conflicts, earlier that morning; please note that workshop spaces are limited and open only to those who register for the conference.
The Session 3 panel later that afternoon will complement Wolf’s presentation by exploring the topic of how the US and Mexico are sharing waters. Justin Dutram, Assistant Vice President of Mexico and Latin American Affairs at the U of A will moderate the discussion, which will include the following panelists: Gilbert Anaya, Chief of the Environmental Management Division at the International Boundary and Water Commission (IBWC) – US Section, Blanca Cabello, Deputy Director of Water Quality and Sanitation at IBWC – Mexican Section, and Tanya Trujillo, Deputy State Engineer and Senior Water Policy Advisor for the State of New Mexico. Anaya will present “Understanding the Transboundary Aquifer Assessment Program (TAAP),” and Cabello will speak on “Advances in Harmonizing Data Across Borders.” Trujillo will present an “Update on the Rio Grande and Groundwater in New Mexico.”
