Job Summary:
As our Sampling and Source Identification Unit Manager, you will work with fellow Unit Managers and the Value Stream manager to ensure unit operations are efficient and effective. Unit operations include: 1) Developing, reviewing and revising Total Maximum Daily Load reports to identity sources of pollutants in impaired waters; 2) Developing and executing sampling plans, standard operating procedures, and quality assurance plans to conduct statewide water quality sampling on lakes, streams and rivers; 3) Water quality data entry, analysis and project management, and associated reports to be submitted to the EPA, including statewide assessments of Arizona waters.
Job Duties:
This position is responsible for supervising staff including assigning work, setting priorities, monitoring and evaluating performance, developing and providing training to staff. The position is also responsible for ensuring that all unit work products are technically sound, accurate and meet program goals, State and Federal statutes, rules, regulations and professional ethics. Review and evaluate technical reports, community involvement relations and outputs, and legal documents such as consent decrees, orders, and access agreements. Attends meetings with other supervisory/managerial staff to give and receive information and to participate in discussion, problem resolution and decision-making.
All DEQ Managers champion continuous improvement projects within the unit and recommend and implement program or operational improvements; assists in the development of goals and strategies; develops policies and procedures related to environmental inspections, enforcement, compliance and/or scientific studies; ensures the unit operations meet established time lines and objectives; provides guidance and interpretation of federal and state laws/regulations related to complex regulatory situations or inspections; manages the most complex or high profile projects or assignments.
Knowledge, Skills & Abilities (KSAs):
Knowledge of Clean Water Act and Water Quality Standards, laboratory management, management techniques, particularly the coordination of personnel and resources through results-driven leadership, including task delegation, performance specifications, employee motivation, team based problem solving and principles of performance and visual management; analytical data collection, analysis and interpretation, and of statistical procedures and testing methods; contract, grants administration and procurement procedures; project management and community involvement principles; data management principles and techniques to assure data integrity; public relations and meeting facilitation
Selective Preference(s):
• Bachelor’s degree in environmental science, environmental management, environmental or chemical engineering, biology, chemistry, or other environmental discipline
• 3-5 years environmental experience in a regulatory agency, consulting, or private industry
• 2 years of supervisory/leadership experience
