Job Summary:
The Project Manager in the Watershed Improvement Unit is responsible for coordinating and managing Total Maximum Daily Loads (TMDLs) and other watershed plans. These documents are designed to protect and restore watersheds by calculating the total pollutant threshold a waterbody can withstand (e.g. TMDL) and identifying projects and strategies to mitigate surface waterbody impairments. The Project Manager will use skills in hydrogeology, science, and project management to identify current gaps in TMDLs and watershed plans; assess current TMDLs in comparison to water quality standards; develop an inventory of current TMDLs and watershed plans; identify priority project sites using plans; and ensure regulatory watershed planning requirements are met.
Job Duties:
Essential duties:
- Direct and manage TMDL and watershed plan development, whether conducted in-house or contracted to outside vendors
- Manage multiple small to medium projects related to TMDLs and watershed plans at a time, utilizing methodologies in the Project Management Body of Knowledge (PMBOK)
- Collaborate with hydrogeologists and environmental scientists on TMDL and watershed plans, including source identification, project identification, and project implementation
- Interface with other agency staff and program managers, staff in the regulated business/industrial community, representatives of public/community organizations interested in TMDLs and watershed plans, as well as Federal regulatory agency officials (EPA) reviewing and approving TMDLs and watershed plans
- Develop Agency’s process for TMDL and watershed plan development and review per state statutes and rules
- Identify and develop project goals, objectives, policies, and procedures related to TMDLs and watershed plans
- Develop and manage applicable contracts and agreements, including RFPs, ISAs, and IGAs for projects
- Monitor and track project progress, ensuring delivery on time, within budget, and within scope
- Provide expertise and guidance to leadership on TMDLs and watershed plans
Knowledge, Skills & Abilities (KSAs):
- Knowledge of state and federal environmental laws and rules, fundamentals of hydrogeology, and environmental planning. Knowledge of TMDL, watershed planning, Arizona’s sources of water pollution, Arizona’s watersheds, and Clean Water Act is preferred.
- Skills in technical writing, project management, problem-solving individually and in a group, customer service and client relations; written and oral communication; contractor oversight and management; Lean practices; balancing multiple priorities and projects; data analysis and synthesis
- Ability to translate and communicate complex jargon for general audience; understand and apply environmental rules and statues; to follow guidance documents, standard operating procedures, and other technical instructions in performance of tasks
Selective Preference(s):
- Bachelor’s degree in environmental planning, ecology, hydrogeology, environmental sciences, or other related discipline
- 3 years’ related experience in environmental planning, project management in an environmental field, or related scientific plan development; direct experience with TMDL and watershed planning is preferred
- Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certifications by the Project Management Institute is preferred
