Since the events of 9/11, increasing attention has been paid to protecting vulnerable national infrastructure, including water and wastewater treatment systems. In this WRRC Water Webinar, Charles Stack will discuss the history of attacks on these systems, new factors that system owners and operators must consider, and the impact of emerging technologies such as Artificial Intelligence (AI) and Uncrewed Aerial Vehicles (i.e., drones) upon water infrastructure security.
Charles R. Stack, MPH, BCES, A.M.ASCE is Vice President of NeoChloris, Inc. and since 2006, has worked on water and wastewater infrastructure security, serving with the FBI INFRAGARD private industry collaboration. He was a contributing author to the 2006 Guidelines for the Physical Security of Water Utilities Draft Standard for Trial Use. Most recently, Stack co-authored the new ASCE Standard, Guidelines for the Physical Security of Water and Wastewater/Stormwater Utilities (ASCE/EWRI 78-24), published by the American Society of Civil Engineers in January 2025. His expertise includes Water System Design and Operation, SCADA Cybersecurity, and infectious disease epidemiology.
